Westfield, MA – Pioneer Valley Railroad has received unanimous approval from the Westfield Planning Board for a special permit to construct a substantial 156,000-square-foot warehouse facility. The project, slated for a 13.3-acre site on Ampad Road, marks a significant expansion for the regional rail operator and is poised to enhance its logistical capabilities in the Pioneer Valley region.

The approval, granted at the Planning Board meeting on January 21st, follows careful consideration of the project plans and community feedback. The new warehouse is strategically designed for railroad operations, featuring 15 loading docks and a dedicated rail spur that extends directly into the building. This infrastructure will streamline the transfer of goods between rail and road transport, improving efficiency for Pioneer Valley Railroad and its customers.

Project Details and Location

The chosen location on Ampad Road, currently an undeveloped lot within an Industrial A zone, is ideal for the intended purpose. The site’s proximity to existing rail lines and major roadways provides excellent connectivity for Pioneer Valley Railroad’s operations. Project plans also address environmental considerations, noting the presence of a bordering vegetated wetland to the south and a section of the historic New Haven and Northampton Canal along the eastern boundary. These sensitive areas are designated to remain untouched, demonstrating a commitment to environmental stewardship alongside industrial development.

The property is clearly defined by Ampad Road to the north, the existing Pioneer Valley Railroad line to the east, a cleared field to the south, and residential properties on Root Road to the west. This mix of industrial and residential surroundings prompted proactive measures to mitigate potential impacts on neighboring communities.

Addressing Community Concerns: Sound Mitigation and Landscaping

Recognizing concerns from nearby residents regarding visibility and noise, Pioneer Valley Railroad, represented by Rob Levesque of R. Levesque Associates, proactively engaged with the community and the Planning Board. Following an earlier public hearing in November, the project team secured an order of conditions from the Conservation Commission and significantly enhanced landscaping plans, particularly on the western side of the property closest to residential areas.

A key enhancement to the project is the incorporation of a substantial 14-foot high sound barrier wall along the western perimeter. This wall, positioned atop a retaining wall, effectively creates a 20-foot buffer designed to minimize noise transmission to adjacent residential properties. The sound barrier, planned in a taupe or earth-tone color to blend with the environment, aims to mitigate noise from trucking activity, which will be primarily concentrated on the east and south sides of the warehouse, away from residential zones.

During discussions, Planning Board member John Bowen praised the sound barrier solution as “a good solution,” acknowledging its effectiveness in addressing community concerns. Further demonstrating responsiveness to community input, Pioneer Valley Railroad agreed to extend the sound barrier an additional 150 feet along the western boundary, exceeding initial proposals, after feedback from abutter Michael Lannon of Root Road.

Operational Efficiency and Economic Benefits

The new warehouse is intended to consolidate Pioneer Valley Railroad’s existing operations, currently spread across multiple locations including Lockhouse Road. This consolidation will centralize the handling of freight arriving by rail and departing by truck, creating a more streamlined and efficient logistics hub. While the precise hours of operation are still under review, Pioneer Valley Railroad has indicated a desire for operational flexibility, potentially including 24/7 activity to maximize efficiency and responsiveness to customer needs.
